GRAMP: It means they’re ineffective or inept.

PANEL 2: Close up on ARTHUR as he continues
ARTHUR: But if someone can be FECKLESS, doesn’t that imply that someone can be FECK? They are no less in the deck they have! Their deck is sufficient! They’ve got all the deck they need!

PANEL 3: GRAMP, wide eyed, replies.
GRAMP: I think there are some words that English just says, “You know what…? LET’S SKIP THAT ONE.”
ARTHUR: ‘Cause it’s a feckless language.
